All NBA Teams Build For Championships

I think you are really saying that the management of some franchises is incompetent vs the management of others. I'm sure some are better than others, but I think you go too far. I think there are other, more significant, factors at play.
I think a case could be made that there are a few marquee franchises in the NBA; everyone knows which they are -- LA, Boston, Chicago -- and so everyone wants to play for those teams. They know they are "winners" and everyone wants to play for a winner.
Other markets -- like memphis, new orleans, even atlanta -- don't have that kind of reputation. so, all things being equal, no one wants to play there. So -- management has to overpay to keep anyone decent around. And because they have to overpay for marginal talent, and they make less money in the first place -- at the end of the day, it is very, very unlikely they can ever get more than one true star.
Look at the celtics, even miami now -- multiple stars on their rosters. I'm sure memphis would love to have those guys. But, it's never gonna happen for memphis. Their only shot is to draft a star and then get lucky somehow to pick up another marginal player that turns into a star -- unexpectedly.
And that's pretty much what those teams try to do. It's their only shot really.
So, all in all, I think all the teams are trying to do the same thing -- but a few marquee franchises have a big advantage. It's true of every sport I suppose....
